"Shields down unless non-empire contact" Detecting Something Unseen

I was landed in a pretty empty system, just a old-style city on a habitable world. Told my ships to keep "Shields down unless non-empire contact detected." But the shields were kept on.

Clearly Haxus has secretly implemented cloaking shields, and your crew just have much better eyes than you.

Change the policy to shields down. Then change the policy back. Does the shield operator announce why he is raising the shields?

Ah, I didn't think of doing that. I didn't have a berth of the first ship I tested it on.

Now the "Shields down unless non-empire contact" policy just seem to not raise the shields at all, even when enemies are near.
